NORTHERN AREA ALLIANCE STRATEGIC STRANDS

2005-2006

Strand #1

Personnel: The Alliance will provide a range of services in the areas of Drug & Alcohol intervention and prevention to communities, school districts, families and youth in Western Pennsylvania.

1. Provided Personnel for Phase I (“Start –Up”) and to coordinate and develop programs in Phase II of the Alliance (July 1, 2005 – June 30, 2006)

Accomplishment(s)

Hired Debra Kehoe to serve as the Alliance Executive Director. Mrs. Kehoe has made a contractual commitment to the Alliance to provide services through June 30, 2006.

Current & Long Range Plans

· Completion and approval of Executive Director job description, compensation agreement and evaluation.
· Provide administrative assistance/clerical support.

2. Maintenance and Expansion of Community Partnerships: Outreach Connections and Communications

Accomplishment(s) The Alliance has become a strong and active coalition with the commitment and support from numerous state, county and regional leaders and organizations:

· Allegheny County Superintendent’s Consortium: awarded $10,000 Grant
· Betty Gaul, Acting Administrator, Butler County Department of D&A: provided resources for Alliance Directory & Training Manual
· Contact Pittsburgh for assistance with “Where to Turn” Resource Information Line
· Dr. Neil Capretto, Medical Director, Gateway Rehabilitation Center
· Dr. Stephen Koehler, Forensic Consultant, Allegheny County Coroner’s Office
· Eyetique Eyewear: September 2005 Trunk Show Fundraising Event
· Grable Foundation: awarded $40,000 Grant
· James Allen, Administrator, Allegheny County Department of D&A: provided resources for Alliance Directory
· Jean Wagner, Community Relations Administrator, UPMC Passavant Hospital & Tim Snyder, Executive Director, Parental Stress Center: provided group facilitator and meeting location for “Bridge to Hope” Family Support Group
· Kate Callahan, Executive Director, Network of Hope
· McCandless Rotary Club: awarded $2,500 Donation
· Mike Turzai, Pennsylvania Representative, District #28: awarded $5,000 DCED Grant
· North Hills Youth Ministry for partnership in the Faith base Initiative and Community Resource Directory
· Northern Allegheny County Chamber of Commerce
· Northern Area Alliance’s 12 foundation school district Superintendents:
· Penn-Telecom: provided toll free phone line
· Pine-Richland Parent Teachers Organization: awarded $1,000 Donation
· Raymond Bauer, Coordinator of Allegheny County School Based Probation Program
· Regional and State Student Assistance Program: awarded $10,000 Grant
· Rich-Mar Rotary Club: awarded $1,000 Donation
· Ross Community Center: provides space for meetings and student activities
· Steve Zappala, Allegheny County District Attorney: awarded $10,000 Donation

· WPIC for “Where to Turn” volunteer training
· Youth Works: awarded funding for “Listen” project

Current & Long Range Plans

The Alliance will continue to develop and maintain community partnerships on local, regional and state-wide levels:

· Cellular phone company for “Where to Turn” Resource Information Line
· Local organizations, clubs, private school institutions
· Local, state and federal legislators
· Greater Pittsburgh Automobile Dealers Association
· Staunton Farm Foundation

The Alliance will package, promote and distribute a Manual for set up procedures for regional expansion.

3. “Where to Turn” Resource Information Line

Accomplishments

· *Resource Directory for volunteers completed
· Team competencies and volunteer training were developed and completed
· Toll free remote call forward phone line was obtained

The Alliance will produce and distribute the *Resource Directory containing Allegheny and Butler County services and facilities for D&A help and support to professionals: i.e. schools, church and medical community, school based probation officers, and other professionals who assist families in D&A related matters

Current & Long Range Plans

· Appoint volunteers to respond to phone call inquiries
· Completion of “Where to Turn” Instruction Manual
· Funding for marketing and advertising “Where to Turn” program
· Funding for production of “Where to Turn” Wallet Cards for community distribution
· Obtain cellular phones for volunteers
· Obtain funding for phones, additional training for volunteers, production of Resource Directory and Resource Manual

The Alliance will further expand the *Resource Directory to include D&A programs and facilities located in counties other than Allegheny and Butler.

4. Student Leadership Program

Accomplishments

· Alliance school districts allocation of funds for student activities
· Appointed Committee Chairperson Jeff Longo
· Developed Mission Statement and Strategic Plan specific to the Student Leadership Initiative
· Obtain space for meetings and activities at the Ross Community Center
· Recruitment of students for participation in program, and school appointed sponsors
· School year kickoff at “Challenge by Choice” for a rope course leadership activity
· Student driven event: Volleyball Tournament @ Ross Community Center
· Student Leaders participation in Alliance programs and presentations to peers, parents, and other community held events

Current & Long Range Plans:

· Develop and implement fund raising activities to promote and sustain program
· Obtain community volunteers to serve on the Student Leadership Committee
· Secure a commitment from the Alliance school districts for funding to support student activities
· Secure a commitment from the Alliance school districts for active student participation in the program

5. Faith Based Initiative

Accomplishments

· Discuss the needs of the Faith Based community and how the Alliance can meet needs pertaining to D&A awareness, education and support
· Initiate a partnership between the Alliance and Faith Based community churches, organizations and private school institutions

Current & Long Range Plans

· Develop an anti-drug educational curriculum for distribution to the Faith Based community including church youth groups, organizations and private school institutions. This curriculum will be developed in partnership with the Healthy Community Initiative, North Hills Youth Ministry and a working committee from the Faith Based Initiative members
· Develop and distribute a Community Resource Guide of Faith Based programs for families.
· Provide the Faith Based community with Alliance programs

6. Medical Community Initiative

Accomplishment(s)

· Introduction of Alliance services to hospital management, UPMC Passavant Hospital

· Introduction of Alliance services to hospital management, physicians and medical centers across the region
· Provide the medical community with a copy of the D&A Resource Directory of services and facilities for Allegheny and Butler Counties
· Provide the medical community with a copy of the D&A Resource Directory of services and facilities for counties other than Allegheny and Butler

7. Business Community Partnerships

Accomplishments

· Alliance partnership with Eyetique Eyewear for a trunk show fund raising event
· Alliance presentations to area Chamber of Commerce, Rotary clubs and the Greater Pittsburgh Automobile Dealers Association
· Alliance provided local business with letter of introduction and request for donations
· North Hills Monthly Magazine July 2005 and September 2005 articles about Alliance initiatives

Current & Long Range Plans

· Obtain additional sponsorships from local business for financial support and to increase their awareness of Alliance programs for a healthier community:

1. Business Booster Memberships
2. Volunteer Drug Testing Program
3. Anti-drug Poster Distribution
4. “Drug Free” Student Cards for retail discounts and potential student employment opportunities

8. Conduct Outreach Efforts to Share Alliance Programs & Strategies with the Intent for Others to Replicate Successful Practices & Form Alliance Partnerships

8a. Parent/Student Programs, Presentations & Workshops

Accomplishments

* Alliance programs, presentations & workshops provided to:

1. Parents & 5th grade students in partnership with Parent/Teacher Organizations
2. Parents & middle school students
3. Parents & students in Faith Base Institutions
4. Parents & high school students

* Provide Alliance school districts with an on-line Alcohol Awareness Program in partnership with the AlcoholEdu Corporation, Boston, Massachusetts

· Continue to provide local programs to community families with expansion across Allegheny and surrounding counties

· The Alliance will continue to provide the professional community with programs, presentations & workshops, with expansion across the region to other surrounding communities and counties

Strand #2

Alliance Governance: The Alliance will establish a self supporting organization, and will seek funding for sustainability through local, regional, state and federal resources.

Accomplishments

Operationally, the Alliance has completed the following Phase 1 “Start-Up” activities:

· Development and implementation of a Strategic and Business Plan
· Development of a Steering Committee
· Development of an Executive Board and Board of Trustees

Current & Long Range Plans

· Appointment of Chairpersons for designated Alliance committees.
· Develop Advisory Board of Community Leaders
· Establish working Alliance committees and complete Action Plans for each committee
· On-going evaluation and revision of Strategic and Business Plan

Strand #3

Research -The Alliance will establish a system of ongoing research-based evaluation procedures to measure the impact and effectiveness of the organization itself as well as current medical, legal and educational practices in the area of Drug & Alcohol.

Accomplishments

· Developed system to monitor regional death statistics using municipal codes for Alliance school districts
· Developed system to monitor regional juvenile court cases related to drug use
· Written on-line awareness surveys, and disseminated results to participating Alliance districts

Current & Long Range Plans

· Establish council of Drug & Alcohol professionals to further evaluate and implement Alliance Initiatives, and to provide critical research-based assistance with program development
· Establish Grant Writing Team

Strand #4

Office Management - The Alliance will establish an effective community assistance network that will build advocacy for prevention, treatment and funding of Drug & Alcohol programs, support agencies and facilities.

Accomplishments

· Developed Alliance Web-site
· Developed Database system
· Set up accounting, payroll, and checking for Alliance Treasurer
· The purchase of a Computer Laptop and LCD Projector for community presentations

Current & Long Range Plans

· Develop marketing/public relations programs
· Further development and maintenance of Alliance Database

Strand #5

Financial/Legal Operations: The Alliance, through its Board will provide for and support a staff empowered to establish a working office that complies with existing laws and standard business and office practices to accomplish the vision, mission, goals and objectives of the alliance.

Accomplishments

· Obtainment of legal council
· Personnel and Payroll for Executive Director
· Recognized as a 501 © 3 tax-exempt non-profit organization EIN #20-1667732
· Secured appropriate insurances

Current & Long Range Plans

· Develop and implement fund raising strategies
· Research/obtain on-going legal council
· Research/obtain insurances
· Develop/implement all required personnel policy and procedural guidelines
· Develop/implement budget development and expenditure procedures

· Develop short and long-range business plan including various expansion scenarios with estimated cash flow schedules
